No parking space shall be located within any required front yard,
except that: parking spaces (whether enclosed or not) may be permitted to be located within a required front yard by special exception under subsection 63(d) of this ordinance upon finding, among other things, that such parking spaces are necessary to the use with which they are connected, that they cannot be practically located elsewhere on the lot, that their location within a required front yard will not depreciate property values or cause vehicular or pedestrian traffic hazards or substantially decrease the open aspect of the street, and that such parking spaces are properly screened and otherwise arranged in accordance with the requirements of this ordinance

Nope, I remember looking for the same information a few years ago, but I was no more successful than a one-legged cat trying to bury its turds on a frozen pond.

The Codes overlap somewhat. Public Space and Streets as well as Housing Code are involved:
Under Housing Code Title V
Paragraph 300 (d)Rubbish and garbage disposal. Every dwelling unit shall be supplied with adequate rubbish storage facilities and with adequate garbage disposal facilities or garbage storage containers whose type and location are approved by the enforcing officer. It shall be the responsibility of the owner to supply such facilities or containers for all dwelling units in a dwelling containing two (2) or more dwelling units. In all other cases, it shall be the responsibility of the occupants to furnish such facilities or containers.
Chapter 30-3/4 Solid Waste
Items are not to be placed on the curb for collection earlier than twelve (12) hours before the next scheduled collection. The containers are to be removed from the curbside area within twelve (12) hours of collection. Containers shall not be located as to interfere with the public right of way.
