Thank you for reaching out to the City of Revere. The Water department has investigated this problem and has determined this to be a private matter and should be referred to the Board of Health.

Who should refer it to Board of Health? I hope since you determined cause it's your responsibility as a City Official to follow through and not just close this ticket. That would be silly, wouldn't it?
